Multi-annual Framework 2018-2022
At its session on 7-8 December 2021, the Council of the European Union adopted its Decision establishing a Multi-annual Framework for the Agency for 2018-2022. The Framework entered into force on 1 January 2018 and included the following thematic areas:
- Victims of crime and access to justice;
- Equality and discrimination based on any ground such as sex, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age or sexual orientation, or on the grounds of nationality;
- Information society and, in particular, respect for private life and protection of personal data;
- Judicial cooperation, except in criminal matters;
- Migration, borders, asylum and integration of refugees and migrants;
- Racism, xenophobia and related intolerance;
- Rights of the child;
- Integration and social inclusion of Roma.
With the coming into force of FRA's amended Founding Regulation in April 2022, the Multi-annual Framework 2018-2022 ceased to apply to the Agency's work.
Multi-annual Framework 2013-2017
The Justice and Home Affairs Council of the European Union adopted the Agency’s Multi-annual Framework for 2013-2017 on 11 March 2013. The Council's Decision stated that the Agency would work in the following areas:
- Access to justice;
- Victims of crime, including compensation to victims;
- Information society and, in particular, respect for private life and protection of personal data;
- Roma integration;
- Judicial cooperation, except in criminal matters;
- Rights of the child;
- Discrimination based on sex, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age or sexual orientation;
- Immigration and integration of migrants, visa and border control and asylum;
- Racism, xenophobia and related intolerance.
The Multi-annual Framework 2013-2017 expired on 31st December 2017 and was replaced by the Multi-annual Framework 2018-2022.
Multi-annual Framework 2007-2012
The Justice and Home Affairs Council of the European Union adopted FRA's Multi-annual Framework 2007-2012 on 28 February 2008. The Council's Decision stated that the Agency would work in the following areas:
- Racism, xenophobia and related intolerance;
- Discrimination based on sex, race or ethnic origin, religion or belief, disability, age or sexual orientation and against persons belonging to minorities and any combination of these grounds (multiple discrimination);
- Compensation of victims;
- The rights of the child, including the protection of children;
- Asylum, immigration and integration of migrants;
- Visa and border control;
- Participation of the EU citizens in the Union's democratic functioning;
- Information society and, in particular, respect for private life and protection of personal data;
- Access to efficient and independent justice.
The Multi-annual Framework 2007-2012 expired on 31st December 2012 and was replaced by the Multi-annual Framework 2013-2017.
