Multi-annual Framework archive

From 2007-2022, the thematic areas of the Agency's work were determined through three successive five-year Multi-annual Frameworks. These covered the periods 2007-2012, 2013-2017 and 2018-2022.

Multi-annual Framework 2018-2022

At its session on 7-8 December 2021, the Council of the European Union adopted its Decision establishing a Multi-annual Framework for the Agency for 2018-2022. The Framework entered into force on 1 January 2018 and included the following thematic areas:

  1. Victims of crime and access to justice;
  2. Equality and discrimination based on any ground such as sex, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age or sexual orientation, or on the grounds of nationality;
  3. Information society and, in particular, respect for private life and protection of personal data;
  4. Judicial cooperation, except in criminal matters;
  5. Migration, borders, asylum and integration of refugees and migrants;
  6. Racism, xenophobia and related intolerance;
  7. Rights of the child;
  8. Integration and social inclusion of Roma.

With the coming into force of FRA's amended Founding Regulation in April 2022, the Multi-annual Framework 2018-2022 ceased to apply to the Agency's work.

Multi-annual Framework 2013-2017

The Justice and Home Affairs Council of the European Union adopted the Agency’s Multi-annual Framework for 2013-2017 on 11 March 2013. The Council's Decision stated that the Agency would work in the following areas:

  1. Access to justice;
  2. Victims of crime, including compensation to victims;
  3. Information society and, in particular, respect for private life and protection of personal data;
  4. Roma integration;
  5. Judicial cooperation, except in criminal matters;
  6. Rights of the child;
  7. Discrimination based on sex, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age or sexual orientation;
  8. Immigration and integration of migrants, visa and border control and asylum;
  9. Racism, xenophobia and related intolerance.

The Multi-annual Framework 2013-2017 expired on 31st December 2017 and was replaced by the Multi-annual Framework 2018-2022.

Multi-annual Framework 2007-2012

The Justice and Home Affairs Council of the European Union adopted FRA's Multi-annual Framework 2007-2012 on 28 February 2008. The Council's Decision stated that the Agency would work in the following areas:

  1. Racism, xenophobia and related intolerance;
  2. Discrimination based on sex, race or ethnic origin, religion or belief, disability, age or sexual orientation and against persons belonging to minorities and any combination of these grounds (multiple discrimination);
  3. Compensation of victims;
  4. The rights of the child, including the protection of children;
  5. Asylum, immigration and integration of migrants;
  6. Visa and border control;
  7. Participation of the EU citizens in the Union's democratic functioning;
  8. Information society and, in particular, respect for private life and protection of personal data;
  9. Access to efficient and independent justice.

The Multi-annual Framework 2007-2012 expired on 31st December 2012 and was replaced by the Multi-annual Framework 2013-2017.
