Las instituciones nacionales de derechos humanos (INDH) constituyen una parte esencial del sistema de protección de los derechos humanos en cada país. Con su trabajo de sensibilización, asesoramiento, supervisión y exigencia de rendición de
cuentas a las autoridades, estas instituciones desempeñan un papel fundamental a la hora de abordar los grandes retos actuales en materia de derechos humanos, al ocuparse tanto de problemáticas recurrentes, tales como la discriminación y la
desigualdad, como de problemas de reciente aparición como las implicaciones desde el punto de vista de los derechos de la inteligencia artificial y de la pandemia de la COVID-19.
Le istituzioni nazionali per i diritti umani (NHRI) sono una parte vitale del sistema di protezione dei diritti umani a livello nazionale. Aumentando la consapevolezza, fornendo consigli, monitorando e tenendo conto delle autorità, le NHRI hanno un ruolo centrale nell'affrontare le grandi sfide attuali dei diritti umani. Tra i diversi problemi che tali istituzioni affrontano, vi sono quelli inerenti alla persistente discriminazione e disuguaglianza, e quelli relativi alle implicazioni sui diritti dell'intelligenza artificiale ed alla pandemia COVID-19.
Instituțiile naționale pentru apărarea drepturilor omului (INDO) reprezintă o parte vitală a sistemului de protecție a drepturilor omului existent la nivelul unei țări. Prin eforturile lor de sensibilizare, consiliere, monitorizare și responsabilizare a autorităților, aceste instituții au un rol central în depășirea marilor provocări legate de drepturile omului din zilele noastre, abordând atât preocupări persistente, precum cele referitoare la discriminare și inegalitate, cât și chestiuni noi, cum ar fi implicațiile inteligenței artificiale și ale pandemiei de COVID-19 asupra acestor drepturi.
The European Convention on Human Rights and European Union law provide an increasingly important framework for the protection of the rights of foreigners. European Union legislation relating to asylum, borders and immigration is developing fast. There is an impressive body of case law by the European Court of Human Rights relating in particular to Articles 3, 5, 8 and 13 of the ECHR. The Court of Justice of the European Union is increasingly asked to pronounce on the interpretation of European Union law provisions in this field. The third edition of this handbook, updated up to July 2020, presents this European Union legislation and the body of case law by the two European courts in an accessible way.

στοιχεία της πρώτης έκθεσης του FRA η οποία
βασίζεται στην έρευνά του για τα θεμελιώδη
δικαιώματα. Για τις ανάγκες της έρευνας
συλλέχθηκαν δεδομένα από περίπου 35 000 πολίτες
σχετικά με τις εμπειρίες, τις αντιλήψεις και τη γνώμη
τους για μια σειρά θεμάτων που άπτονται με
ποικίλους τρόπους των ανθρωπίνων δικαιωμάτων.
The EU is founded on the values of democracy, rule of law and respect for human rights. Yet these values, and discussions on fundamental rights at the EU and Member State level, can seem remote in people’s daily lives. With this in mind, FRA explored what people understand, know and experience with respect to their fundamental rights in practice. The resulting data provide comprehensive and comparable evidence on these aspects.

La encuesta recabó datos de unas 35 000 personas
sobre sus experiencias, percepciones y opiniones
en relación con una serie de cuestiones
relacionadas, de diversas maneras, con los
derechos humanos.
La presente sintesi illustra le principali indicazioni
contenute nella prima relazione della FRA basata
sull’indagine sui diritti fondamentali. Ai fini
dell’indagine sono stati raccolti dati intervistando
circa 35 000 persone sulle loro esperienze,
percezioni e opinioni riguardanti una serie di
questioni variamente correlate con i diritti umani.

Artificial intelligence (AI) already plays a role in deciding what unemployment benefits someone gets, where a burglary is likely to take place, whether someone is at risk of cancer, or who sees that catchy advertisement for low mortgage rates. Its use keeps growing, presenting seemingly endless possibilities. But we need to make sure to fully uphold fundamental rights standards when using AI. This report presents concrete examples of how companies and public administrations in the EU are using, or trying to use, AI. It focuses on four core areas – social benefits, predictive policing, health services and targeted advertising.
National Human Rights Institutions (NHRIs) are a vital part of the country-level human rights protection system. This report, published 10 years after FRA’s first in-depth study on NHRIs, looks at such bodies in the EU, as well as the Republic of North Macedonia, the Republic of Serbia, and the United Kingdom of Great Britain and Northern Ireland. It explores relevant developments, challenges to their effectiveness and ways to maximise their impact.
FRA’s Fundamental Rights Survey collected data from 35,000 people
about their experiences, perceptions and opinions on a range of
issues that are variously encompassed by human rights. This report
presents a small selection of the survey results. It focuses on findings
with respect to respondents’ opinions about human – or fundamental
– rights; their views and perceptions on the functioning of democratic
societies – as a pillar on which human rights can flourish; and on their
thoughts on and engagement with public services that have a duty
to enforce human rights law and to protect people’s rights.
This document presents data from the FRA Fundamental Rights Survey. It includes data on opinions and experiences of people in the European Union (EU) linked to data protection and technology.
This focus takes a closer look at the application of the Charter of Fundamental Rights of the European Union, which has been legally binding for 10 years. At EU level, it has gained visibility and sparked a new fundamental rights culture. At national level, awareness and use of the Charter are limited. Courts increasingly use the Charter, showing the impact of this modern instrument. But its use by governments and parliaments remains low. For instance, there is little indication of anyone regularly scrutinising national legislation that transposes EU law for compatibility with the Charter.
Το 2019 υπήρξε έτος προόδου αλλά και προβλημάτων
όσον αφορά την προστασία των θεμελιωδών
δικαιωμάτων. Στην Έκθεση για τα Θεμελιώδη
Δικαιώματα 2020 του FRA εξετάζονται οι
σημαντικότερες εξελίξεις στον τομέα και
προσδιορίζονται όχι μόνο τα επιτεύγματα, αλλά και
τα ζητήματα που εξακολουθούν να προκαλούν
ανησυχία. Στην παρούσα δημοσίευση
παρουσιάζονται οι γνώμες του FRA σχετικά με τις
κυριότερες εξελίξεις στους εξεταζόμενους θεματικούς
τομείς και συνοπτική τεκμηρίωση των γνωμών
αυτών. Με αυτόν τον τρόπο, παρέχεται μια συνοπτική
και ταυτόχρονα κατατοπιστική επισκόπηση των
βασικών προκλήσεων τις οποίες αντιμετωπίζουν η ΕΕ

major developments in the field, identifying both
achievements and remaining areas of concern.
This publication presents FRA’s opinions on the main
developments in the thematic areas covered, and a
synopsis of the evidence supporting these opinions.
In so doing, it provides a compact but informative
overview of the main fundamental rights challenges
confronting the EU and its Member States.
En el año 2019 se produjeron tanto avances como
retrocesos en materia de protección de los derechos
fundamentales. El Informe sobre los derechos
fundamentales 2020 de la Agencia de los Derechos
Fundamentales de la Unión Europea (FRA) analiza
los principales acontecimientos en este ámbito,
destacando tanto los progresos realizados como
las dificultades que todavía persisten. La publicación
presenta los dictámenes de la FRA sobre los
principales avances realizados en los ámbitos
temáticos contemplados, así como un resumen
de las pruebas que respaldan tales dictámenes.
Esto permite disponer de una visión de conjunto,
compacta, pero muy ilustrativa, de los principales
desafíos en materia de derechos fundamentales
a los que se enfrentan la UE y sus Estados miembros.
Il 2019 è stato caratterizzato sia da progressi che da
battute d’arresto in termini di tutela dei diritti
fondamentali. La Relazione sui diritti fondamentali
2020 dell’Agenzia dell’Unione europea per i diritti
fondamentali (FRA) fa il punto della situazione sui
principali sviluppi in materia, individuando i risultati
ottenuti e i settori che destano ancora preoccupazione.
Questa pubblicazione presenta i pareri della FRA sui
principali sviluppi nelle aree tematiche contemplate
nonché una sintesi delle informazioni su cui si fondano
tali pareri, tracciando così un quadro sintetico ma
informativo delle principali sfide con cui si confrontano
l’UE e gli Stati membri nell’ambito dei diritti
fondamentali.

Raportul privind drepturile fundamentale 2020 al FRA
analizează evoluțiile majore din domeniu, identificând
atât realizările, cât și problemele îngrijorătoare rămase
nesoluționate. Această publicație prezintă opiniile FRA
în legătură cu principalele evoluții înregistrate în
domeniile tematice vizate, precum și o sinteză
a dovezilor care vin în sprijinul acestor opinii. Astfel,
raportul oferă o prezentare compactă, dar informativă
a principalelor provocări legate de drepturile
fundamentale cu care se confruntă UE și statele sale
membre.
